Will the Joker return without Heath Ledger?

I personally think the director should let the Joker go, because no one can play the Joker any better than Heath. And who would you like to see as the next villian? Someone ruthless maybe, to help Batman redeem his status as the crime fighter of Gotham. Also, has there been any news on a third installment of the new Batman films? Thanks for the time.
