Is phobia an actual phobia, like having a phobia of handkerchiefs, or something?

There are those who are terrified that gay people are trying to recruit their kids and trying to them but for the most part, phobia doesn't mean you fear LGBT people. It just means you dislike or hate them and it usually means you want to repress their rights.
