Is a foster parent supposed to beat on a child & force her to eat out of the garbage can?

My foster mom used to do that to me when I was 3 when my cereal went soggy. Now, I gag when I eat corn flakes or raisin bran. & trip part about it, she won the foster parent of the year award 3 yrs. ago.
