Peeing problem?

my dog has never been fully house traid. it is not that we never tryed we did but he never got it. we have had him for 3 years and now my parents are fed up with his peeing in the house. we have tryed everything weeweepads, doggie dipes, we even fensed in are year and he still pees in the house. my qu is do you know any way to fix this. it has got to the poit were if we dont come up with somthing soon we can not keep him we know its not a med problem . i just dont wana give him up
