Fairness at school?

I had surgery on April 7th, when my dad went up to get my homework they said that even though I have a note about not being able to lift over 20 pounds or that I'm not supposed to exert myself they won't allow me to use the elevator unless my surgen & doctor calls to tell them. Is this fair?
